Sorry, but I don't remember well.  :-(
The addtion of that charset was before the mule-related codes were
merged to Emacs.  Most likely some document I got from Thai researcher
said so.  I've just consulted wikipedia
https://en.wikipedia.org/wiki/Thai_Industrial_Standard_620-2533
and it says "Code values 00-1F, 7F, 80-9F, A0, DB-DE and FC-FF are not
assigned to characters by TIS-620."!
So, including eight-bit-control in tis620-2533 may have been a mistake.
In that case, the current problem can be fixed by simply removing
eight-bit-control from the superset list of tis620-2533.
