Improve the Emacs Lisp Reference Manual with intro sections

Could we make the Emacs Lisp Referene Manual more suitable
for programmers to learn Emacs Lisp by adding a few introductory
chapters?

That way, programmers would not need to plow through the explanations
in the Intro to Emacs Lisp that all programmers already understand.
