Not at all. You don't need to wait. You can easily force debbugs to refresh it yourself, by doing a shift-reload from Firefox. Shift-reload doesn't make any changes to the debbugs database; it merely fixes the web page. And (at least for me) it's easier than fiddling with the list of which blocks block what.
I suppose you're using some sort of Emacs UI to alter the blocking bugs list? If so, perhaps someone could add a button to that UI that says "Recalculate the debbugs web page for Bug#N", where pressing the button would do the equivalent of a shift-reload from Firefox.
