It's open for new features, but we'd like to have some agreement beforehand.
That is, it's not a free-for-all, and never will be. But a lot of minor
changes don't need any discussion at all. New APIs, behaviors, interfaces,
etc., deserve some discussion, since we'll be living with and maintaining them
for potentially a long time.
