Not a problem, define-derived-mode is not a Common Lisp function.
Still, (indent 3) is meta-data, which should be provided and is useful in any case (for example, I often use a pretty printer, and they can use the meta-data to insert raw Lisp code in a pretty way).
That might be a decent goal, but I don't think we generally take it into consideration. Unless I'm mistaken, it'll need a discussion first, and probably a bug report.
