Quite true. Conversely, I can remember folks telling me that plain '\n' as a line terminator was a newfangled idea and probably wouldn’t catch on. The good old days!
For what it’s worth here are Emacs’s opinions of the encodings for the files in emacs-25. It has 453 UTF-8 files, and 37 files with some other text encoding that is not ASCII.
