The release bug is http://debbugs.gnu.org/cgi/bugreport.cgi?bug=19759, you can see the list of blockers there.
I guess my point is that there's no centralized list of "blocks release x.x" labels, so you'll at least have to update the debbugs package once per release. Maybe that's not so terrible, though.
