As I said in my reply to Chong (or, pardon me, is it Yidong?)'s
suggestion, I think that failed matches in auto-mode-alist -- that is,
files like .blah that would generate Fundamental Mode -- should be treated
as are files that match something in auto-mode-alist but not an image
mode.  (And perhaps, again, as should be files that match an image mode
but not the right type of image.)
