All our software uses non-free Windows libraries when running on MS
Windows.  To use the Windows library for displaying GIF is not out
of the question.
I was under the impression that to use non-free libraries, they had to be part of the OS. Any image libraries that are on Windows machines by default are likely to be part of the web browser, as people who have tried to uninstall the web browser from Windows have found that they lose a lot of functionality such as displaying images.
