etc/PROBLEMS under "** The UTF-8/16/7 coding systems don't encode CJK
(Far Eastern) characters." advises
To edit such UTF data, turn on Utf-Translate-Cjk mode, ...
But that mode seems to be enabled by default anyway (looking at the
docstring, and that variable).
