mode-specific bug reports are sometimes CCed to bug-gnu-emacs
(octave-mod.el, cc-mode.el).
Shouldn't these packages CC bug report to emacs-pretest-bug when the
Emacs is a pretest?
If the maintainers who receive these messages are reliable, I don't
think it is necessary. If they become unreliable, though, then we
would like to find out about it.
If and when we get GNATS set up, perhaps they should all get entered
in the same GNATS database.
