    We define a sufficiently large data structure for several languages, with 
    the exact same contents, except for the default input method.

It could be that one of these is redundant.  What specifically are
these two data structures?

    If you mean locale-language-names in mule-cmds.el, then this file is 
    preloaded anyway.

No, it turns out the file I was thinking of was mail-extr.el.  But
that has only country codes, so it is not useful here.

    My problem with the current setup is that you must define a language 
    environment before (help-with-tutorial t) offers you a name of that 
    language.  This makes addition of new tutorials error prone.

I just proposed that we add more such language environments anyway.
We could have something in `make bootstrap' that reports if any tutorial
file does not have a suitable corresponding language environment.
