    I think it would be a better use of time to make writing language
    environments easier.  Some activities have been made quite easy, like
    font lock.  Some actions like beginning/end of defun are either taken
    care of, or a challenge write.

    complicated.

We are failing to communicate.  I think you are talking about
programming language major modes.  A "language environment" is
something completely different.  Please see set-language-environment.

I agree that generalization of the syntax table would be a useful
improvement.  It is easier said than designed.
