This is a feature request.

Unlike functions `downcase-region' and `upcase-region',
`capitalize-region' doesn’t  work on non-contiguous-regions
(rectangles), and does not have an optional argument
REGION-NONCONTIGUOUS-P.

Please add this feature. Thank you.

Thanks for the suggestion.  Now this is implemented and pushed to master.
