Follow-up Comment #5, bug #25976 (project duplicity):

Yes, it is a gpg issue, tangled up with several peoples attempts to minimize
passphrase prompts, most of which have served to confuse the issue and create
bug reports.  If only we could look at a gpg key and see if it needed a
passphrase, life using gpg would be much simpler.

Anyway, a patch is attached to fix this issue.
