Hi,
The cost of operations is negligible when compared with the data because duplicity uploads volumes and not files.
Assuming you have 1TB to backup and the default volume size of 25MB you would pay $0.2 for the operations and $30 for the data, in the first month. The next month, if no file is changed, you would pay $0.005 for the operations (even with backups being run several times a day) and another $30 for the data.

not true, AWS S3 also charges for operations:
$0.005 per 1,000 PUT, COPY, POST, or LIST Requests
$0.004 per 10,000 GET and all other Requests
