There are a couple of solutions for this, use --exclude options if you
know the file is going to be locked, or let duplicity ignore it with a
warning.

The first option you could implement by adding
  --exclude /cygdrive/d/gest/SAMW/PDOXUSRS.NET
to your command line.

The second option is fairly easy to implement, a simple patch would put
out a warning message and go on.  I think this is the way duplicity
should handle it for now.
