Not sure about the tools, but on a full backup the file would have to be
decrypted first via gpg, then tar should be able to get to the file.  I
have not tried this, but it should work.

An incremental will be just the changed parts of a large file, and would
not be easy to restore with standard tools.

It would be best to use duplicity's restore functionality.
