I will be very surprised if this isn't a matter of merely changing
the appearance of things, to make it more difficult for outsiders
to understand how monopolistic Microsoft's policies truly are.

Let's face it, it is impossible for Microsoft to voluntarily become a
non-monopolistic company, because the company's market capitalization
is based on the expectation of the company's continuing ability to
extract a "monopoly rent" from their strong market position.  The
company's directors and managers would be violating their professional
responsibilities if they were to make decisions which result in
Microsoft losing their effective monopolies, except if the decision to
give the monopolies up is really forced by legal reasons or strong
market forces.
