[DotGNU]Is Forum an active development proposal?

Hi folks,

I just realized that for the creation of Forum on Savannah it doesn't
need to be officially DotGNU. It can suffice if it is officially an
active development proposal. If it gets that status I can start the
project registration process on Savannah.

Am I right to assume that Forum already is an active development
proposal? If so I can get this show on the road.
