To further ease your duty, I've just created a more specialized Administrative 
Notification template in 
User:LorenzoAncora/test/Template:AdministrativeNotification/Template:UserNotice.

Feel free to copy it under 
https://directory.fsf.org/wiki/Template:AdministrativeNotification/Template:UserNotice
 , so it can be used like this:

{{Template:AdministrativeNotification/Template:UserNotice|notice=Your 
notice.|signature=--~~~~}}

Example: 
https://directory.fsf.org/wiki/User_talk:LorenzoAncora/test/Template:AdministrativeNotification/Template:UserNotice

The main differences are that you need one less parameter and that it shows a 
link to Free_Software_Directory:UserNotices, so the visitor and the other 
administrators can better understand the context of the Notice.
