to answer that, all i can say is that debian is not GNU - debian
can do whatever mozilla allows them to do, perhaps even using
the "Prior Written Permission" route - most importantly, debian
can decide which software that it considers to be fit for their
distro - thier criteria is codified in the "Debian Free Software
Guidelines" - it is similar in spirit to the GNU "Free Software
Distribution Guidelines"; but differs in several ways - those
differences are the primary reason why the FSF does not endorse
debian - mozilla's non-commercial requirement, DRM support, and
the non-free add-ons in their repository (among other things)
disqualifies it as free software according to the GNU
guidelines; but debian has different standards
