SELinux enabled despite --without-selinux?

In a git working tree (v8.22-15-g9a115f3):

  $ git clean -xdfq
  $ ./bootstrap
  ...
  $ ./configure --quiet --without-selinux
  configure: WARNING: SELinux enabled, but matchpathcon_init_prefix not found
  configure: WARNING: The install utility may run slowly
  config.status: creating po/POTFILES
  config.status: creating po/Makefile

Why is "SELinux enabled" although requested otherwise?
