I would call it "tedious" rather than "difficult."

Because that is also tedious.  You could go help out the guys who are 
working on proper packaging mechanisms for MinGW.  But if you don't wish 
to, well then, there's your answer as to why it hasn't gotten done.  
People pick their battles.
