I would call it "tedious" rather than "difficult."

What we have here is distribution of complexity.  Someone has to
deal with it and I admire and thank those who contribute these tools.
But why not make the user experience as simple as possible for the
ultimate benefit of all?

Because that is also tedious. You could go help out the guys who are working on proper packaging mechanisms for MinGW. But if you don't wish to, well then, there's your answer as to why it hasn't gotten done. People pick their battles.
