So is what I'm doing research on software services performed by: CERTI and Portico. And had not understood what was CERTI Kernel. But I could understand his explanation.

Yes.
The complete truth is:

HLA 1.3 API uses part of CERTI Kernel services
HLA 15616 uses part of CERTI Kernel services

and

All CERTI Kernel services are needed to implement both 1.3 and 1516 API.

What is your primary interest in that question?
I may give you better answer if you tell me more about your goals?
