to be exact, makeinfo has to pass verbatim @tex and @html blocks,
without looking inside.  The @iftex block should still be parsed,
the macro definitions inside them should be read, etc.

OTOH, makeinfo -E can pass the @tex and @html blocks unconditionally,
I see no need to remove them even for --no-ifinfo and --no-ifhtml.

No, they don't.  They don't support nested conditionals at all.
(It would be easy to replace the sed script by an awk one to fix this,
but it's not the right thing.)
