Recently I've contacted Karl Berry, the Texinfo maintainer. Currently there is 
no toolchain which installs localized *.info files in a way that users get the 
localized version instead of the English one automatically, depending on the 
current locale setting. The only way to install it is with a suffix, means 
recutils-de.info.gz will be installed in the same directory as 
recutils.info.gz. This way users still have to choose the desired language 
manually. For future releases, Karl Berry could probably imagine an automatism 
for the language choosing, but in any case with the suffixes, not with 
localized 
versions in a sub directory of /usr/share/info.

So I've translated the man pages first anyway. The translated files are 
currently hosted within the man-pages-de project. But I would prefer to ship 
them with the upstream project, so we have to figure out how to setup a working 
po4a stack for recutils. I've created single files from each man page for the 
time being and concatenated them with msgcat. See the file attached.
