OK, I finally got around to rebuilding bash 4.3.30, with the only
difference that I added the '--with-curses' option to configure. This
(probably) caused this newer build to not be linked to libtermcap,
whereas the old build was (despite some misleading messages from the
'configure' script, making me think libtermcap would still be linked in
this time too).

Anyway, the newer build doesn't suffer from the problem I had reported,
so: no more unwanted horizontal scrolling.

Thanks for steering me towards the right path.
