I'm writing an application using ncurses 5.4 on an Ubuntu breezy box, which

do I tell ncurses to use utf-8, and can I draw borders with Unicode

The ncurses test program (see the sources test/ncurses.c) uses setlocale()
and when ncurses is configured using --enable-widec, provides examples in
ncurses.c for line-drawing, etc., in menu F.
