I'm not sure what you're looking at, since I do occasionally compile using
the --enable-const, and sometimes using g++ as the compiler (the last was
during this month).  A copy of config.status and the resulting log would
help me see it.

There's a makefile rule to run cproto; I configure ncurses with options
designed to make as much of the interface visible as possible, run that rule,
edit in the copyright header, fix a couple of places where cproto doesn't "see"
preprocessor symbols that are important, and check it in.
