Added ~/.<program>rc as a config file.

Now the order is /etc/mailutils.rc, ~/.mailutils, ~/.sieverc (for
example).

Btw, is there an aesthetic argument for ~/.mailutils being ~/.mailutilsrc?

Also moved sieve over to the nice new arg parsing framework, I'm going
to add a capa for the mailer to use, I'm thinking:

:mailer --mailer-url=MAILER

and was thinking maybe of also allowing:

:mailer [--sendmail=SENDMAIL] [--smtp-host=HOST] [--smtp-port=PORT]

I know you can get the last by filling in the url, but perhaps
it might be easier to use?
