[bug-inetutils] regarding "Reported by ..." in ChangeLog

Please don't use "Reported by ..." for people who have copyright
assignments for IU.  For other peoples changes use the following (from
GNU Coding Standards):

2002-07-14  John Doe  <address@hidden>

        * sewing.c: Make it sew.

rather than this:

2002-07-14  Usual Maintainer  <address@hidden>

        * sewing.c: Make it sew.  Patch by address@hidden


If the person in question does not have copyright papers, please use
the following format:

2002-07-14  John Doe  <address@hidden>  (tiny change)

        * sewing.c: Make it sew.

But only if the person does not have copyright papers for IU.
