  Ok I finally got something, maybe.  I wiped the drive totally clean. 
Reinstalled everything again just as before.  This time I ran
grub-install on both drive devices.  I went into the BIOS and told it
to boot from /dev/hde (the replaced drive) - no joy still but a
different error:

root (hd1,0)
  Filesystem type is fat, partition type is 0x6 (huh? -that's
/dev/hdc!)
kernel /boot/vmlinuz-2.4.18-14 ro root=LABEL=/

Error 15: File not found

  Went back into the BIOS and set to boot from /dev/hdc and finally
joy!  It boots.  Now I have questions.  Why, when BIOS is set to boot
from /dev/hde, and GRUB shows going to root (hd1,0) which is /dev/hde
according to device.map but complaining about fs type of fat, type 0x6
which is actually the first partition type on /dev/hdc?  Anyway to fix
this?  I would like to boot from /dev/hde.
