I talked about that issue with the BTS maintainer Laurent Julliard. He
has done an enhancement, that is to say, a notification will include a
URL pointing to an attachment, but he wants to consider more about
including an attachment in a notification. See

I meant by "the effort" the effort to extract a patch from a message
and submit it to the BTS. One of the reasons why I'd like to use the
BTS is that I sometimes pass over important messages unfortunately, so
I have no confidence to do that manually. It would be helpful for me
that every patch is stored in a database automatically.
