Yes, README says
NOTE
For all the following packages (required or optional),
BOTH runtime AND development components are necessary.
In the case of cygwin: check for the "-dev" package and it should work.

This means the other packages are all available.

Yes, this single test is known to fail if no ISAM is available - it is
just a false positive. This issue will be solved with RC2.

Note: If you just want to use GnuCOBOL and not the complete cygwin
environment I suggest to use the ready-to-use MinGW packages published
by Arnold Trembley.
If you already use Cygwin for other things (or plan to do so, or plan to
adjust the GnuCOBOL internal sources) it is fine to stay with Cygwin.
