It should be automatically configured if you have GtkGLExt.
With respect to the ftgl problem. configure.in:319 says:
dnl fixme: write a test...
AC_DEFINE(HAVE_FTGL,1,[Define if you have the FTGL library])
so configure hardcodes a HAVE_FTGL if you have GtkGLExt and freetype.
