Vista Ultimate SP1

I had it reset all customizations
reselected English (US) for non-Unicode programs

opened a fresh cmd window and retested with similar (random) results

C:\C\UTIL>awk -f awktest.awk
123å456å789

C:\C\UTIL>awk -f awktest.awk
123c456c789

Options" tab.  (The names are probably different on Vista.)  Please
also tell what language is selected for non-Unicode (a.k.a. ANSI)
programs.  On XP, this is in the Advanced tab of the same applet as
described above.
