Vista Ultimate SP1
I had it reset all customizations
reselected English (US) for non-Unicode programs
opened a fresh cmd window and retested with similar (random) results
C:\C\UTIL>awk -f awktest.awk
123å456å789
C:\C\UTIL>awk -f awktest.awk
123c456c789

described above.
