I hope you'll get a better help elsewhere, but just a few ideas:

- try to use a copy from the GNU libc CVS http://sources.redhat.com/glibc
  take files posix/reg* from the source tree and use them
- local copy might help you with debugging
- use "C" locale unless you really need another one
