Sorry, I don't see how did you deduce that from the lawyer's bla-bla
in these URL's nor do I see how it applies to the current discussion.
The right thing to do here is not to redistribute msvcr70.dll at all,
but instead leave it to the end user to make sure it's installed on
their machines.  Distributing binaries without sources is indeed
against the GPL, so I think making non-free libraries part of a binary
distribution violates the GNU license.
