tail problems on Win32

I'm not sure if this is a bug with the Win32 version or not, but here
goes.
I'm using "tail -f" on a Win32 machine to parse the IIS log. This log
is constantly growing (I'm making it grow by accessing the server), but
tail -f doesn't nearly produce the same results as the linux version of
this file. On a RedHat 7.2 machine, I smbmount the disk and "tail -f
ex030129.log", this tail output is continually growing (as I want to
see it), versus the Win32 which basically stops.
If I leave the Win32 version running, it will update the screen, but
will definitely not update as frequently/fast as the linux version of
tail does.
I've tried mapping the disk with a network share and using the terminal
on the box itself (with cygwin's version), still the same results of
tail not outputting.
Another option I have tried using the "-s" option and trying to let
tail sleep, then reoutput -- it still will not continually output the
results. If anyone can help me, or has more questions, please mail back.
