There are incompatibilities and incompatibilities.

This is not Debian install-info not accepting an option GNU install-info
does accept, but Debian install-info not understanding the contents of
an info file (START-INFO-DIR-ENTRY lines etc.)

I'm going to reassign this bug to dpkg, where Debian install-info belongs.
