I haven't read this whole thread and I don't really know the context.

Automake has long included code to work around the Debian
install-info.  I would have thought they would have renamed it or
gotten rid of it in favor of the GNU version by now.  I guess not :-(
If Automake's debian-detection heuristic fails, I'd like to know about
it.
