So long that the POSIX spec has changed out from underneath it.
(At least it's a bit easier to implement now. :-)

Ok, I'll be really rude and ask for some cribs on what should
rightfully be my homework. Are you talking about the new Posix
revisions from the opengroup? If so, can you give some highlights
about what has changed in regexp land? (Free web refs would be ideal,
I can't afford a paper standard at the moment.)

Also, part of the problem is that for quite some time glibc
regex did not support some features required for backwards
compatibility with BSD; for example "egrep '{1'". I think
this has been fixed, but it takes a while for everybody to get
        the word.

Right, so, I think this is a single instance of a larger process
problem. There should be just one source for regex.c, and the various
packages that include it should be grabbing it from there.

Complicated enough for you? It is for me....

Heh. It's the kind of situation where nobody in particular is
incented to do anything about it, but many in general are incented to
have it solved -- so there's some missing organizational
infrastructure there; at least that's my take (in the extremely
abstract).

Ok, that looks like a good idea -- now for some content :-)
