You're right, this is not trivial. Would you like to help out?
The correct way to do this is to add @code{} around each word in
the manual that should not be translated in the Texinfo sources
for the manual. If you want to do this work and contribute such
a change, we would gratefully accept it.
I think much of the work can be automated. But it certainly will require manual
proofing. For example, most of our syntax examples are in @display or @example
tags - I don't know if those get <CODE> tags in html - we should check. If not
perhaps TExinfo can be configured to do that.
I opened bug #35882 to deal with this issue.
