A proposal on censorship policy:

If we have multiple servers which can accept articles, each server 
can have it's own censoring policy. If two servers have similar 
censoring policies they could exchange article automatically.

This would allow for servers with varying censorship levels, at the 
begining the initial setup could provide two servers, one with a 
greater degree of censorship the other with very little censorship. 

This would allow for a greater level of freedom for all parties.
