I like a combination of 2 and 3. Initially, I think the focus should
be on the tools to amass, distribute and view ``digital library''-type
content.  Obviously, projects like Nupedia could take advantage of
such tools by submitting all their content and then making their own
classification(s) of it.

Hopefully, in the process, a number of articles would be
submitted. After many of the tools are in place, the project can
concentrate more on getting authors to submit work (any work) to the
repository. A large part of this might be finding useful work already
on the Web and convincing the copyright owner to publish it under the
FDL.

Concentrating too heavily on soliciting content early-on might have a
disastrous effect: authors frustrated with crude alpha tools might
give up, and getting new authors on board may prove more
difficult. Besides, Nupedia is already well along in getting work
submitted, but far behind on generating tools. The best symbiosis at
this point may be for this project to concentrate on programming,
especially since most people here appear to be programmers or at least
interested in the technical aspects of the project.
