index not updated for some categories

I have Gnats running with four databases and have added a fifth one. 
When I submit a PR it goes into the gnats-queue directory and when 
the appropriate cron entry is run it puts it in the proper place with 
the correct PR number but the index is not updated for some 
categories.

i.e. I submitted a pr for the "test" category and another for the 
"Email" category and it did not get in the index but one for 
"Backups" category was entered.

I also noticed that @ signs are appended to the EOF of the index 
file. Is this proper behavior?

Backups
Email
Faxing
Hardware
Minx
Networking
New-Hires
Office_Moves
Oracle
Other
Phones
Printing
Remote_Access
Security
Software
Terminations
Web
test

Any suggestions?
