No, I don't.
I will write a description about this update in the NEWS file at the release 
time.

I think the role of each record file is like follows:

NEWS            User visible changes
ChangeLog       important internal changes (?)
CVS log         Update history

Since we are using CVS now, the meaning of ChnageLog might be indefinite...

Is there something a more suitable standard?
