Since source files are usually written using the native
new-line code of the system, this function is rarely needed.
A focus is whether to make behavior of GLOBAL the same as 
other GNU tools, such as GCC.

Yes. It is desirable that the character code set of source files can be 
specified.

I know that a source file will be well treated by GLOBAL, 
if ShiftJIS is changed into EUC.
However, it may be required to use a specific character code set.
When GCC older than version 3.4 is being used, it is necessary
to make the same the character code set of execution environment, 
and the character code set of source files.
