Already written, in coreutils 7.0, under the name truncate.  You
probably need to upgrade; the latest stable version is 7.1.

Jim has mentioned the idea of a contrib directory, where we can guage
whether scripts like this have enough users to warrant a rewrite into
C and inclusion as a coreutil.
